A versioned set of rules for one target (a standard, a carrier, a retailer). The built-in packs check public specifications as a pre-check: a clean result means no rule found a problem, not that a label is certified or will be accepted. Custom packs: new ComplianceRulePack("acme", "ACME labels", "2026-10", rules).
